IS Taps New COO In Continuing Reorganization

The reorganization at Independent Sector continues as Victor Reinoso, a former deputy mayor of the District of Columbia, joins the organization as chief operating officer. Reinoso is the first major appointment since Daniel Cardinali took over as president and CEO of the advocacy organization in July.

Reinoso will be responsible for finance and administration, technology and data management, and memberships and conferences. The technology focus will be to engage members in a collaborative way, part of IS’s new strategic direction, according to an IS spokesperson.

This is an expanded portfolio for a position that existed at Independent Sector. The former COO left the organization in February 2015.

Reinoso’s experience includes stints in electoral politics, business, theater, education, and technology. His current interests include smart cities, educational technology, and affordable housing development. As deputy mayor (2006-2010), Reinoso oversaw the city’s more than $1 billion education budget, the Office of the State Superintendent of Education, and the Office of Public Education Facilities Management, which led the largest capital investment in public buildings in the district’s history.

His degrees are from Georgetown University and the Massachusetts Institute of Technology’s Sloan School of Management.

He is founder of Hopscotch Ventures, a social venture fund, that seeks to partner with, invest in and support ventures that seek to lift the human spirit — improving the quality of life for those most in need. The areas of focus are smart cities, public education, and mixed-use & affordable housing real estate development. Portfolio companies include(d): Decision Science Labs, TenMarks (acquired by Amazon), eKitabu, Ellevation Education, LearnZillion, KnowRe and csMentor.

“I have long admired Victor’s career in business, government and the nonprofit sector, but I have most admired his value-driven and deeply strategic commitment to impact,” said Cardinali via a news release. “Victor’s strategic and operational leadership, as well his management expertise, will help us harness the innovations, skills, and successes of the charitable sector for the common good.”

Cardinali joined IS from Communities In Schools, a national organization with headquarters in Arlington, Va.
